Santana and Creed released their album near the end of 1999, obviously there not gonna rank too high on the year-end.
Just because their sales are more spread out doesn't change the fact that they (together with The Backstreet Boys), have the best-selling albums from 1999

How exactly did Gaga dominate 2008 when she sold like 2 copies that year? Your "logic" makes no sense as usual. And nowhere in the OP does it say that. Britney had the actual 2nd best selling album in 1999 and the 3rd in 2000.
