I was under the impression it was a calculation based on the number of people possibly listening to the station. For example if z100 had "You And I" at #1 on their playlist, but has a relatively low impression than say songs #2-#5, it means people are tuning out when it's played. I guess it's low audience could be the result of bigger stations not playing it as often, but I'd also figure that means people aren't requesting/sticking around for the song.
Generally, I'm unsure that they would just refuse to play the song because it's a ballad. It's doing decently in sales, and has/had a lot of hype from the video & the VMAs.
