On top of Believe outselling BOMT in every single country, it charted higher on the both the year-end and decade end charts. This is obviously not right.

Cher took the #1 year-end for 1999 because they stop adding points to the total after a song is below #40. BOMT had more points total when you count recurrent points, but "Believe" had more points with the "over 40" rule.

Have they stated that, or are you speculating/assuming? Believe has outsold BOMT in every country plus charted higher on the decade-end and year-end charts.
In major markets such as Australia, UK, France, US, etc. , it debuted in 1999 and rose from there, so I doubt this istrue.
