I didn't even see 21, that's pretty overrated. The first four tracks and SLY are great, but the other songs are so disposable.

overall, emotion, born to die, and blackout still slay me to this day. fame monster, beyonce, and 21 i don't personally use much but they're solid, cohesive albums.

No trap (Dark Horse), no worldbeat (Legendary Lovers), no real ballads (By The Grace Of God), no vocoders (International Smile), no hip-hop influence (This Is How We Do), etc.

Both are really good albums but they aren't similar at all.

On ATRL definitely Blackout. The remainder all have some sort of legitimate acclaim or blockbuster numbers to make a case for them. Whether or not one feels it's deserved is subjective, but the actual acclaim/stats are there for all but Blackout.
