The clearest rig of the season was when they reinstated double trouble and saved Rachel and Jordan after the fast forward episode, but that was done for Jordan. Even if they hadn't had that twist, Rachel would have won the POV and saved herself, leaving Jordan to go home. It's totally possible Rachel would have still won after that, especially since Jordan really didn't do anything meaningful in the season beyond that point.
But yeah, she probably wouldn't have won without Allison's help.
