The musical market/pop image would have been vastly different without Britney's presence so it's hard to say exactly what would be happening today. There's no point in posturing "if's" when the achievement has already been made.

It's just the market back then that was huge since everybody was doing those numbers (hence BOMT and OIDIA not even ranking in the top 3 biggest albums from their respective years despite their big sales)

Not everybody, let's not exaggerate. But it was actually doable by multiple artists in the same year back then. Nowadays, when Adele does it, she's the only one in a decade and it takes 2 years. And pretty soon it will simply be impossible.
For example The Spice Girls' first album sold like 30m and their second 20m.
