According to Google Translate, they say the pre-order is coming soon, nothing about a release date. August 10th is about the TCAs.

It's been so long that I am ALL FOR getting a new song so quickly! I wish they would've released CTS in like May and maybe it could have become a moderate hit during the summer. Now that fall is coming though and lots of big names are prepared to release singles, Hilary has to work fast and I glad RCA realizes that.
