Complete My Album is an iTunes feature that allows users to "complete" the remaining tracks from an album by having them buy the album minus the costs of any of the singles that they may have already bought.
For example, if you already owned SIO (which is $1.29), then when you buy the full 1989 from iTunes, it'd be $12.99 minus $1.29. Essentially, iTunes will count this as a sale against the album and a "negative" sale against the track.
