Yeah, there have been some controversial moments in its history. Like, for instance, an episode in which Meowth was dressed like Hitler. And another in which some skeazy old guy was perving over Misty (who's supposed to be like twelve or so) iirc. Some are pretty weird.
I loved all those shows. Imma need to revisit Rocko and Animaniacs. Oh the jokes that could be thrown around these days, especially about certain pop girls.
