There is a chance, of course. I'm not sure what they typically do in these situations but it likely involves tons of therapy and counseling to undo all the damage, accompanied with strict monitoring.

The authorities have to find the source of indoctrination and start monitoring it across all refugees and Muslims. That's the best way to combat this.

There's really no hope for this kid anymore, but German agents need to make sure he doesn't grow up to be a full-fledged terrorist. They shouldn't allow him to flee the country at a later point too if he does have dual citizenship.

Usually take these stories with a grain of salt but if BBC reported it then it must be true.
The boy is 12 so there's definitely someone who made his bombs and told him to do this, they need to track down whoever that is then put this kid under probation or deport him with his family if they're still alive.
