A reason why I think they're keeping it quiet is because Ke$ha's music leaks very frequently. Of all pop artists, she probably has the most leaks. They probably don't want anything to slip out. I also belive that she recorded some music in 2011 in between one of her tour legs, because there were some tweets made back then that indicate that.
I also like the fact that she is working with Kool Kojak. His production is quite similar to Luke and Benny's style. It's a good thing. His songs slay!
I can see why Dr. Luke tweeted "hopefully this year" a few months ago. This is taking quite a lot of time. Maybe she wants to really drag this era out way into 2013. That can kind of be a good thing. She can't just be a round for a few months. She has to make it last if she wants a huge and memorable era.

But i think near the start of the year it was clear that 2012 wasn't going to be a very strong year in music, it would of made sense to plan it better so she could release it this year when there is not as much compeition

NOOOO. The album can't come out in September I've vowed to make this summer the best one since it's my last one of freedom. And I need a whole new album of Ke$ha jams. I'm just hoping single in June. Album in July. I mean, Cannibal came out a month after We R Who We R, so it's possible.
