True it's not a real position but the fact is she gained experience through it. She was very closely tied with many presidential decisions (and even more so when she was SoS). So she knows he ins and outs of Washington more than people like Rubio who haven't been there
Kasich is arguably as experienced, but no one else comes close, in terms of actual experience or relevant experience (well maybe Jeb)
