Omg so I know y'all just finished bitching about Aria is A theories and I'm not aboard the Aria is A train... but I just saw a post on Reddit that pretty much SCREAMS that Aria has something to do with all this. She's not A but she definitely knows more than she's letting on:

Remember this sweet little number Alison gave to Mona when Mona asked to be popular? So clearly this person with this phone number is popular and is a good mentor. Later, at the end of season three, we see that Spencer is using this phone number on her A phone. We thought that was the end of that.
BUT IT'S NOT, LADIES AND GENTLEMEN.
In season 2B, the girls retrieve the red coat Alison wore when she was disguised as Vivian Darkbloom. They find a number in it. While the show never physically showed the number, the voicemail did. It repeated the phone number as follows: 215-469-3561 That's the same number Alison gave to Mona... BUT WE'RE NOT DONE YET.
In 2x19, Aria and Emily call the phone number for a second time after they went straight to voicemail the first time they called in a previous episode. A woman answers the phone. "Hello? Hello...? ... Yeah, who gave you this number? No one here knows anyone named Vivian. Don't call here again."
Now the woman they used in the above video is the female voice actor that they use a bunch. That means they didn't cast whoever that woman was going to be at that time. Vanessa Ray was casted when they started shooting season three.
So whose number did Alison give to Mona? CeCe's.
Who did Mona call to help make her "popular," as referred to by Alison? CeCe (which is probably what sparked Mona being A and having someone above her. "I did everything you asked me to.").
