Have the gifs open & set the "animation (frames)" panel to "convert to timeline animation." Now select each layer in the timeline animation panel (not the layers panel) and drag it over to the new transparent layer. That should work.
Oh no, to do that you have to actually take each frame from both gifs number by number and make new layers with them beside each other, then load all of those and make the gif.
