I don't know when she's going to start recording but she did say she wants to release her next album around the time she turns 21. She already met with new producers I think.

Probably highlights and lowlights via extensions with some red extensions. To me it just looks like the quality of the photo and the amount of light giving off some weird colors. But we'll see tomorrow at the Teen Choice Awards aka Selena Day!
