Charles is dead and CeCe is avenging his death, which is why she is the Black Widow. She's giving him the prom he never had in the finale. "If this is your vault, these are the things that you treasure the most." Spencer said this in the vault room, so A treasures Charles the most. Charles wouldn't treasure himself. Also, there are only photos of him as a toddler, so maybe CeCe was his childhood love and he died when he was young. If you look at the relationship between CeCe, Alison, and Jason, it's very similar to the book Lolita. CeCe is Hambert, Alison is Lolita, Jason is Charlotte, and Charles would be Anibelle.

While Lolita is away at summer camp, Charlotte, who has fallen in love with Humbert, tells him in a letter that he must either marry her or move out to avoid embarrassment. Humbert agrees to marry Charlotte in order to continue living near Lolita. Charlotte is oblivious to Humbert's distaste for her, as well as his lust for Lolita, until she reads his diary. After learning of Humbert's true feelings and intentions, Charlotte plans to flee and send Lolita to a reform school, she threatens to expose Humbert as a "detestable, abominable, criminal fraud." Fate intervenes on Humbert's behalf: as Charlotte runs across the street in a state of shock, she is struck and killed by a passing car.

Also, remember when Mona hallucinated seeing Alison in her room in Radley reading the book Lolita? Well in 4x01 Mona confirmed that it was actually CeCe visiting her and she thought CeCe was Alison. So why was CeCe holding Lolita in her hands? Because that's the story parallel they're following.
