Your situation was far different, as far as can be told from the PM; in the case that you're close to being banned via points, they're not just gonna let you request a "perma" and bring you back three days later when you decide you're ready because your points are lower.
If they don't already do it, they should just leave notes on requested permabans at 7+ points that say "don't unban until at least x/xx" where that date is a month later.
As far as requested permabans when the user is low on points and just wants to get away, the mods have no problems with removing the ban when the user asks. If the user has a high point count, then mods can't be sure at all of their intentions and it makes sense to apply an umbrella policy.
