Nowhere in the article was it stated that Russia was to leave Eurovision, which is what you suggested with that title.
It was merely a motion made by a high Russian official. Therefore, one of the criteria SL provided is met.
Maybe handing out a warning was a bit extreme, but still perfectly explicable. You can always contest it.
