They're always on the conservative side just incase an abnormal situation happens where the result ends differently.

This. I wasn't into pop music in 2010, but I recall someone saying Teenage Dream was predicted to sell like 700,000 first week? And then it sold significantly less than that...So I think publications are a lot more wary on posting their predictions before actually have tangible sales to go by.
While everyone could have predicted that coming off an era with 30M album sales and maybe like 30-40M single sales would have led to another enormous era, no one wants to have their predictions thrown in their face. Best to keep conservative and be "surprised" than have everyone rush to point out how they overestimated.
