What if, let's say, I didn't send in anything for my recipient [I will, my gift has 3 parts, and I finished the first 2] but my Secret Santa sent in something for me? Would his gift to me be withheld because I didn't send in anything? I'd be pissed if I was a Secret Santa and my recipient didn't get my gift cuz he was a lazy bastard.

So, what if I DID send a gift in but someone didn't send a gift for me back?
