All those Britney albums came ages before ARTPOP when sales in general were higher. Blackout selling a little over 2 million in 2007 is infinitely more tragic than ARTPOP's numbers in 2013-2014.
You should compare 2011 albums to 2011 albums and 2013 albums to 2013 albums. ie The Fame with Circus, Born This Way vs Femme Fatale and Britney Jean vs ARTPOP. At least the market is absolutely the same in both comparisons. When they release albums in the same market, Gaga outsells Britney by 4-5 times
