Not trying to be negative here but the reason for Rise's underperformance is not her team. It's the song (as much as I love it). It's just not meant to be a hit.

It's Max Martin tho, they'd never call him in for a song that wasn't supposed to be a hit. It's different but the chorus is very radio friendly tbh. Her team is definitely partially to blame. Her Teenage Dream era team would have GUARANTEED a Top 5 debut for this and the promo would have been lined up so it didn't have as big of a second week drop. They're definitely partially at fault here.
Playing devil's advocate here, let's not act like all of TD's #1 songs are the best songs ever. Firework is arguably garbage and Part of Me is overwhelmingly lowest-common-denominator pop. Teenage Dream (song) is honestly fairly basic and Cali Gurls is a TiK ToK clone. E.T. didn't sound like the other songs (a more pop Rise, if you will). Like there are reasons you could argue for each song why they didn't go #1 (if they didn't) but her team still got them there.
I think the song can still re-peak, it just needs more better promo. The video isn't what I wanted, it's got some nice visuals (not even her best) but it's ultimately too same-y and has no replay value.
