Why exactly would SM create staging, lighting rigs, set up sound boards, pay for these to be set up in an arena, hire out an arena, hire security for the show, choreographers for the performances, sound men, riders, lighting men to assemble every section of the staging and whatnot just to have one performance lasting an hour and a half?
Touring is a long term commitment with any act, particularly for Korean acts. Furthermore, f(x) have no large, distinct fanbase, instead, the majority of their fanbase are SNSD stans who need something to tide them over between SNSD's 15 monthly comebacks.
Until f(x) debut in China, they will never have a concert.

She hits 4 F5s, which is ridiculous, and then does a run up to an E5, then sustains a pulsating E5b. And she does it with ease. Like, the high note in The Boys that Taeyeon struggles for her life to hit and has only done successfully one time is an E5. Wendy just slayed the nation's vocalist ha range with her debut song.
