As someone who watches a lot of tennis and plays in several competitive leagues, I can tell you that the terms are pretty much used interchangeably.
"Serve" is both a noun (as in "it's his serve" or "that serve was wide") and a verb ("he served the ball"). "Service" is used similarly as a noun ("second service" is actually what chair umpires say- they don't say "second serve") and a verb (with the same meaning as "to serve").
I don't think they can really be counted as distinct concepts.
