It's basically the final phase in the beta cycle. An RC (or "release candidate) is pretty much what the designers would consider a completed product, they have almost perfected everything and are just hammering out little bugs. All of the features of the new software has been coded, installed and tested thoroughly and have no site-crashing bugs affiliated with them. Of course, there are still some minor bugs that need to be fixed, but it's more like "this button is 2 pixels too far to the left"- all minor things that can be dealt with quickly.
RC's are also completely supported by the software provider. Meaning, they can install the software onto their website and any issues that occur will be fully protected by Invision's staff (kinda like a warranty), which normal betas lack. This is usually the point where website owners start their own beta testing, a RCs are meant to be seen from the perspective of a users experience and not just a developer/designers. That being said,
I don't know if Athens has any plans to do that. There are a lot of website owners who prefer to wait for the final release, and that's completely normal and understandable.
tl;dr: IPS4 is almost ready to be released. Like, for real
