No. That means 31.7% of the 100% retailers available have reported their sales, the other 68~% has yet to do so. HITS is usually always right about their prediction, Beyoncé was predicted to do 27k to 30k, so she could do either 27k or 30k or something in between. She could be over 30k too, but not by that much. Don't expect 38k or something.
