Because the cards aren't the same ones at the same time.
- Japan releases the new booster pack with around 80 new cards, all boosters are released around 3 months later in the TCG.
- Japan releases special booster packs or structure decks, or special cards that they give on magazines, events.
- Also, there are like around 500 very old cards that were released since 1999 that haven't seen the light on the TCG.
Basically at this very moment there are like 800 cards that the OCG has and the TCG doesn't. So you can't make a banlist for both things if they don't have the same cards.
Example:
They will most likely limit some cards that support the Blue-Eyes deck, and those cards are extremely new. The new list is coming in like 3 months, by that time the new Blue-Eyes might not been released yet in the TCG. So imagine if we shared banlists, then when we got to buy the cards they would be already weak since the Japanese (now shared banlist as you suggest) is limiting their power and the TCG would never experience them. Also the OCG has more cards that support the deck that the TCG hasn't gotten even though they are old as hell.
