She needs to put PAUL and HOZEA up together so they can't save each other. Each would be fighting hard for it. Surprised Day wasn't pushing for Paul to go up given her issues with him already. Maybe she did and they just didn't show it/Nicole was too much of an idiot to go for it.
Nicole is still as dumb as she was in BB16. Putting Paulie up is super stupid.
