Mariah Carey can outsing Madonna any day of the week. But while she's admittedly less innocent than when she first came out, Mariah never resorted to sexually exploiting her body or continuous controversy to sell so many albums. That's not saying Madonna hasn't made some good songs, but it's inaccurate to equate the best voice with the best album sales.
In another example from a different format, I can attest to the fact George Strait is much better, more well liked, and much more respected in the world of Country Music than Garth Brooks, even though Brooks has outsold Strait by a significant margin. While he didn't do so sexually, Brooks relied on marketing gimmicks that pissed off many of his now former fans, most recently creating his own digital music website so he could continue to refuse allowing people to buy individual tracks or stream any of his songs prior to purchasing his CDs/Digital Albums.
