I think that Biblio meant that Scotland isn't a "real" number one since the Scottish charts are only a sub-set chart of the UK Chart. (You know, Scotland isn't actually a sovereign nation; it's a unit of the UK, like Wales) It's like topping the Wisconsin State Album Chart, if that existed.
With regards to France I think he was referring to the fact that another album outsold 4, so even if the charts gave it #1, it wasn't actually the best-selling album in the country for that week.
