I mean, she never said it on live TV but I wasn't aware that was a prerequisite for a white presidential candidate to say. You have people like Ben Carson condemn "Black Lives Matter" on Fox News but the focus is on how Hillary doesn't say it...
Alternatively she has talked about the issues they care about on national TV, that's more important than saying those three words. However, noticing her constituents want her to say something like that, she tweets it. Instead of being happy she acknowledges it people are quick (not just you) to say "someone tweeted it for her" and because it wasn't publically said it doesn't mean a thing. I don't get it, the hate for Hillary is real
