Yeah, but that doesn't work because normal people wouldn't purchase a pre-order before hearing a song, and then you dilute the popularity of the song. For example, if a 1D released a single pre-order the month before in the US, it would instantly shoot up the charts and fall off before release. Then, during release week, the fanbase won't be able to get the song back to #1 because of the initial surge, and then you give up the exposure during opening week, when ordinary people are willing to buy it based off of exposure. In fact, I'm pretty confident that's exactly why the strategy wasn't used by
1D in the US.
