She would've been taking a combination of things, most likely including cortisone tablets, which unfortunately decrease metabolism and increase water retention (amongst other terrible
side effects.)
But it's definitely filler, she put it in her face whilst she was heavier, and now she's lost the weight it looks disproportionate. It'll calm down soon, depending on whether Juvaderm Ultra or Restalin was used.
But she slays anyway so idrc.
