I agree, it's still early for the 2nd single. 'HIAM' still lives on the radios.

The next single must be released digitally the week before the album release. It's the only way for it to go #1 on the Hot 100, considering it's pretty clear, at least at this point, promotion will be Circus-sized, if not smaller.

And the video for it should come 1 week after the album, if they want it to stay longer than 'HIAM' inside the Top 10.
