I can tell you why

The instrumental is tinny and lifeless. French Montana's rap is way too long and just drags, Justin Bierber's part is pointless, T.I.'s rap is a bit hard for the playfulness of the song— the three features together just make the song very unfocused and messy. All in all, the song has nothing on the lightness and nonchalance of the original song. The additional ad-libs in the chorus are the only good thing about it, other than that it's a Triumphant kind of mess tbh.
