So my answer is that I don't think she will. Right now is her time, this right now is the reign of Katy Perry. It doesn't mean its going to last. 3 years ago a lot of you didn't believe Gaga wouldn't be owning the world at this point, what makes you so positive Katy will.

California Gurls SMASHING proved that theory wrong.

Roar smashing harder than California Gurls and her album sales being significantly higher proved that wrong.
Now Dark Horse is about to smash, after Unconditionally only did so-so.

Katy's slow building fanbase and public recognition triumphs Gaga overnight sensational fame.
Katy had time to manage herself, take it all in, learn how to handle it. Gaga didn't. She had no time to learn how to handle the fame it obviously affected her. She got pretentious, she started making bad music thinking it was "artsy", she started catering to much to her gay fanbase because she thought they were the sole reason she was so successful, etc.
Bottom line is Gaga wasn't smart in managing her career. Katy is smart. She knows what works and what doesn't.
