Not really, it's best that they wait until the video is released and the song is at least top 40 on urban so that video views and increased streaming will allow it to chart higher.
I think Urban singles will have to rely on this otherwise they will stay perched in the 80s positions on the hot 100.
Repressing singles should work...especially for the teen crowd.
