I saw some mod said in that thread he closed that they cannot ban guests, iirc. Sine when???? I know during ATRL, ha over capacity era, guest were banned with ease.

No one can enjoy the site like this, nor we nor the guests.

The mods can't ban the guests. It's up for the admins and IMO these things should be discussed before and they could just log on for a bit ban the guests and leave. I mean this site is about its members after all.
