I wouldn't be too cynical about where Joanne is going. If Gaga plays her cards right, this lull in the campaign can be reversed in Q1 to reboot the album campaign.
Ayo is the logical third single and will have the most stand-out at the Super Bowl. Film a video ASAP for that to release at the most opportune moment around the SB. Perform it at the Grammys and Brits when the spotlight's on her, too.
What I think could be really useful for her is if she partners with someone and records a series of performances to act as promo spots meets music videos. Kick it off with Million Reasons as a simple, at the piano performance in a cool location and release it ASAP. If she wants to stir up a storm ahead of the SB, she could do the same with Angel Down but make it very pointed about the message and release it on Inauguration Day. I'd say Hey Girl is another obvious one to do because it's not likely to be a single, but she could get attention from a Florence duet performance.
