Lol no. Even if it takes 1 minute just think of when the EPs come around, you need CC to replace the ugly skin and hair, recolors since we don't have Create-a-Style, and store content. I can guarantee you that little sweet loading screen will be a ****ing bitch when that time comes. And of course we'll be stuck with it for another 5 years. And it sucks cause we kinda have to buy EPs now to get basic things we had in TS3 base game.
