I can imagine just randomly one day Gaga putting a link on her twitter to www.*albumtitle*.com leading to a website which offers the album for free. She'd have ha Beyonce moment in a way that wouldn't be so strikingly similar

Yup. I've long wanted her to do that. It's where music is going in general, I reckon.
Although, IMO, she should:
1. Release first single or two normally (with video) so as to allow it/them to chart conventionally and capitalise on fan support. In her current position, she'll need hits to encourage support for the later post-album release singles.
2. Surprise announce that she's giving the album away for free with a link to 'www.albumtitle.com'. Have the site sponsored by whoever in an $XX million deal to compensate loss of revenue through sales. It could be a pretty lucrative deal considering the traffic/publicity it'll get.
3. Obviously we won't have sales figures, but they could feature a counter on the site which monitors downloads. This way the press can report on the success of the album regardless, and it'll get coverage alone on what the figures say about piracy (i.e. 15 million downloads vs. typical 3 million pop album sales).
4. Singles post-album release should have simultaneous video debuts and remix/acoustic packages to help charting with dropped off sales.
5. Deluxe version of the album released physically for fans and non tech savvy people.
6. Use the information gathered through downloads to work out where demand is for touring, and where needs more promo.
