A lot of artists used electro pop before Gaga. I have no idea how that notion came around
I know, it's always kind of confused me actually. I mean I got into Gaga because she made the kind of music that I liked at the time, not because she was different and I liked it. It was just like, "oh yeah this Just Dance song is great, it's kinda like X and Y that I already listen to." A lot of Monsters argue that she brought dance to mainstream, but there was even dance in mainstream before then. Even Rihanna had dance pop music out before Gaga.
Dance has always (relatively speaking) been big in Europe though.
Internationally, not so much. Either way, Gaga didn't really make the trend, it was already coming when she debuted, she just was right in the middle of it. Songs like Untouched / Take Me On The Floor by The Veronicas and Don't Stop The Music by Rihanna are just two really, really mainstream examples of dancepop that were around in like 2007.
Sure dance music has been around for years, so have bell bottoms, high waist pants and plaid prints.
Things go out of style and are sort of resurrected and brought back in a movement. Just like how Pop Rock used to be the thing in early 2000's, now it's trap music that has went mainstream. I'm sure Pop Rock will resurface again and it will take a lot of different influence to do so

The point is that many, many artists influenced it though, yet many Monsters claim that Gaga either single-handedly brought it back or was the main driving force behind it, neither of which is even remotely close to being the case. Gaga just happened to be in the right place at the right time and debuted with a sound that was already becoming more and more popular as 2008 went on. Just Dance didn't even become a smash until a while after it was released, iirc.
Apparently Britney Spears is bringing back pop rock with her new album with Dr. Luke.

Well, that was sarcasm, since I'm no fan of Britney's, but Femme Fatale was my favourite era from her I guess, which was when she was with Luke, and Luke's pop rock productions in 2004-2008 were pretty great for the most part. So it could be interesting for what it's worth. It's already sounding like a 200% improvement on will.i.am's work on Britney Jean. That made his contribution to Crazy Kids look decent.
Alien is "good" at best and ISBE is a tragic mess.
Alien, Work Bitch and Passenger are the only "good" songs on Britney Jean. Perfume, Body Ache and Now That I Found You are "okay". The rest are all somewhere between bad and tragic.
