no to Defense but neither did SB in gen 1
No to accuracy. it has 75%. But Strength does 80 power and has 100 accuracy; in one turn.
The difference between Solarbeam and Skull Bash in those days is the fact that Solarbeam was the only grass move above 55 power (except Petal Dance which only had 70 and caused confusion, and was basically only learnable by a select few, not including victreebel). Victreebel was stuck with 55 BP Razor Leaf.
in later generation it can learn Mind Reader but Fissure was gotten rid of 
it's like a free Defense rise in 1 turn and then a super attack in the next
