CBS owns the footage and edits/sends it out to artists' teams if they want to post performances on their VEVO accounts. That's pretty obvious.
After Gaga's performance, on the telecast, there was an unflattering shot of Jane Fonda and the guy with her making a weird face, so they replaced it with some footage of audience clapping from another performance (which happened to be Madonna's). Gaga got a standing ovation anyway so its not like they were making it look better than it was.
Madonna fans are convinced that Gaga herself is obsessed with Madonna so she herself got footage of the Grammys and edited this way herself, at the risk of a lawsuit from CBS.
