Yup, Gaga is not only on a tour that is expected to bring in $200M+ (Question #7), but she also has 4 UK #1 singles - Just Dance, Poker Face (the most downloaded single in UK history), Bad Romance & Telephone.
She also leads the current decade for most #1 singles
Her first single is almost guaranteed to hit #1 in the UK, all of her first singles have.
It definitely is, but if she's only going to score 1 #1 per album then it's going to take a long time before she catches up to Madonna. She should release two singles before the album is released, that's her best chance of scoring two #1s from it.

B'Day had two #1 singles, and I Am...Sasha Fierce could have as well. Especially with Single Ladies and even Halo.

That was before the takeoff of digital sales and (perhaps?) before the new rules took effect. The chart dynamic is quite different now. To get two number ones the best bet is two pre-album singles, but even then it isn't always a guarantee (see Teenage Dream)

All Halo, Sweet Dreams, and Single Ladies needed was a performance on a big show like X Factor and I guarantee they all would have went to No.1...
