In terms of Anglo-Saxon countries yes it is. Katy's dominance comes mostly from English speaking countries such as US, Canada, UK, Australia, and New-Zealand. She does well in Europe as a whole but not nearly as well as she does in the countries listed above which are her main markets (maybe NZ is a little too small to be considered a main market though).
The ones listed above are the ones who almost religiously buy her music.
UK (although the clearly use her judging from her single sales, decent albums sales, and good tour gross) use her the least. That's why Kats consider it her weakest market. Obviously her real weakest market would be like Zimbabwe or something
