AOTY is riding on every eligible grammy voter, so basically all of the music industry.
The 150 people are only put in when they review the submissions, say for example, Kelly Clarkson submitted a song to Best Rap Performance, they would send her back to the Pop field, then people can nominate the work.
Each voter can only nominate in 20 categories and do the same when voting but it has to be in categories they know well. We won't have Yo Yo Ma or Ladysmith Black Mambazo vote In the R&B field but everyone will vote on the General Field, so they can vote for Beyoncé in AOTY
