I think it's better just like what you said, for her to build her fanbase more this year. Aside from that, the long break may give her more time to think creatively for her tour. She cannot just "rock out" since her fans are not just the pop rock fans she had few years ago. And lastly, she needs to rest vocally esp with her tonsils being removed. It would also give her more time to promote her singles this year.
