Honestly, promo singles have potential to do more harm than good in today's music climate. I mean if they're good enough to be released to promote the album they might as well be released as official singles in the first place, or later on. Just look at "Dark Horse" and how it killed "Unconditionally" because people had more time to get into it than the official single. With online social media promo singles are just as accessible as official singles too.
If we do get a promo single I think I'd prefer it if it was a pre-release promo single, before the lead single, like Nicki Minaj's "Stupid Hoe". That would be a nice introduction to the era and get word out that Kesha is back and ready to slay with a preview before the lead single from the album drops, which everyone will then be ready for.

But if a promo single was dropped before the lead single then it would either have to not very good which could tarnish Kesha's new sound, otherwise if it was amazing why wouldn't it just be the lead single.
I think if she went down that path it should be her re-releasing an old album track (perhaps modified).. say if she released Sleazy 2.0 to hype people up for Die Young sort of thing - thats the only way I could see it working. However I do understand what you mean about promo singles in terms of damaging the other singles - I think if they were just released the week leading up to the album release on youtube or online then that could be beneficial.
