but the train I made ended at 4pm right? so now we need to start a new one and that one will go until 5pm, but we can add as many carts as we want?

So y'all have one jewel right now, and a new train begins whenever you want to start.

Also, if there are three people involved in 10 carts, and only 2 people involved in the next 10 carts, 2 people will receive 2 jewels and the third person would receive 1 jewel.

So for 20 carts we have 2 jewels, 3 carts 3 jewels and so on...

And it makes logic Anna but maybe he means something like the ones that were involved in "building" the train should wait one more hour after they finished that train or something

Nope its just so that if you guys are approaching a multiple of 10 that it has to be done before the hour is up.

Also, all items remain the same except the following:
